WHEN IS AN AUDITOR REALLY A REGULATOR? THE METAMORPHOSIS OF THE AUSTRALIAN UNIVERSITIES QUALITY AGENCY: IMPLICATIONS FOR AUSTRALIAN HIGHER EDUCATION PUBLIC POLICY.

- Abstract
The article adduces evidence of the Australian Universities Quality Agency's (AUQA) de facto regulatory behavior. Some public policy implications are outlined, and it is suggested that such a behavior be governed, in general, by principles of efficient regulation by Australian government regulation impact statement process. It is also argued that efficient implementation of such proposals can not be achieved under the current legal form of AUQA. An overview of AUQA as a company limited by guarantee under Australian corporations law is presented.
