- Abstract
Unbalanced bids, adopted by bidders in the bidding process, will lead to increase sharply costs in engineering construction and bring to investment risks of owners. Based on analyzing the features of unbalanced bids, this study attempted to construct the detection unbalanced bids model combining grey rational and fuzzy comprehensive evaluation theories. Using entropy and AilM weights methods, the model firstly determined each line item weight by using the combining weight method. And then, according to the deviation between bidding unit price and engineering’s estimate price obtained by grey rational theory, the unbalanced bids extent was identified. Finally, a case study was shown that the proposed model was effectiveness and practicability, which provides scientific, effective and theoretical references for owners.
