- Abstract
This article focuses on the opportunities for foreign assistance and involvement of multi-national corporations (MNC) to develop China's environmental, economic and security policies. Contract for a specific project or participation in a joint venture towards environmental activities are the most common forms of non-national actor involvement. The Beijing Energy Efficiency center illustrates another way for non-national actors to become involved in China. The Center was founded in 1993 by Battelle, Lawrence Berkeley Laboratory and the Energy Research Institute of the State Planning Commission of China for purposes of promoting energy efficiency, economic development and environmental protection. A final example of how non-national actors can help with China's developmental/environmental policy making is provided by Northern Telecom, a Canadian MNC. In 1993, Northern Telecom became the first multinational in the electronics industry to eliminate ozone depleting chlorofluorocarbon solvents from its worldwide manufacturing locations.
