- Abstract
This article shows how non-state actors have been actively involved in datafication and digitalization policies in German education. In particular, it identifies different governance strategies to promote the development of framework conditions and a national market (‘ecosystem’) for technical and digital (data) infrastructures (WLAN, school management systems, learning platforms, learning apps, devices etc.) as well as related training and consultancy. The article concludes with a discussion of the challenges these transformations pose for the education sector as well as education research.
