An essay is presented which focuses on judicial opinions of the U.S. Court of Appeals for Fourth Circuit in cases Sansotta v. Town of Nags Head and Town of Nags Head v. Toloczko regarding regulatory takings. It mentions that litigation requirement with abstention and ripeness principles and takings claims as violations of other constitutional rights. It also mentions that U.S. Supreme Court's decision in the case City of Chicago v. International College of Surgeons on federal takings claim.
