- Abstract
For decades, the Federal Government explained the restrictive use of the Bundeswehr abroad, inter alia, with "constitutional restrictions". Since the East-West Conflict, this line of argument has formed an essential facet of the German strategic culture, which is often labeled as "culture of military restraint". However, when and how this constitutional argument emerged has not been examined by historians or political scientists. The same is true for the question of whether there was within the federal government a constant and consensual interpretation of the constitutional possibilities of using the Bundeswehr abroad between 1949 and 1990. This article aims to fill this research gap and draws on ministerial files of the time. The analysis shows that the "culture of military restraint" by no means developed in a straight line and in a consensual manner, but must be understood as a product of foreign and security policy developments as well as domestic political negotiation processes.
