- Abstract
The article analyzes the participation of cities in the negotiations that led to the approval of the New Urban Agenda (NUA), resulting from the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III). The empirical research seeks to answer a particular question: are cities underrepresented in international politics? Before answering this, the article is dedicated to a theoretical questioning, problematizing the pertinence of discussing the democratization of international politics having a territorial nexus as a reference. The results obtained from the case study indicate that the problem of political underrepresentation, diagnosed by several authors that identify the lack of democratic control exercised by individuals on the decisions that impact themselves, is also manifested for cities and local governments operating in the international arena. This occurs even with the increasing political activity of these actors and the increased importance attributed to cities in the most recent global agendas of sustainable development. In an effort to propose an innovative discussion about the democratic deficit, having the territorial space of cities and their scope of political representation as a parameter, we hope to contribute to the literature that look into this phenomenon in international politics.
