- Abstract
This study is about the main trends that emerge from the speeches and practices displayed, or carried out, under the banner of "Smart" in intelligent territories. To do so, we conduct a comparative analysis of speeches, documents, plans and projects from twelve French and Quebec territories. We analyze our corpus with quantitative analyses of qualitative data (typological and factorial analyses) using IRAMUTEQ software. Our results and discussion reveal practices oscillating between the paradigms of neo-institutionalism (diffusion of norms) and contingency (weight of context variables).
